In reply to your telegram of April 8th in cypher I regret that I am unable to modify my

opinion because the situation in Kwang Tung has become worse since the date of my despatch January 22nd.
Troops are supposed to be paid ten Mexican dollars a month; but, owing to depreciated currency they receive less than six dollars. I would point out that it was necessary last year to detach 400 Infantry to protect Shamien and that in addition four guns and a battalion of infantry were held in readiness to protect the Chinese section of the Canton Kowloon Railway. Even larger numbers than those would be required if disturbances took anti-foreign turn.
